National Fuel Pass

The National Fuel Pass is an information system introduced by the Institute of Information and Communication Technology Agency (ICTA) to formally manage the fuel crisis which has become the biggest problem in Sri Lanka currently.

Based on the guidance of the Ministry of Power and Energy, the aim here is to provide a guaranteed weekly fuel quota to fuel consumers by registering them on the National Fuel Pass and eventually eliminating the fuel queues that are seen throughout the country.

Prerequisite for registration.

Before registering for the National Fuel Pass, you have to meet the following requirements.

  1. A vehicle registered in Sri Lanka.
  2. A national identity card, passport, or business registration number
  3. A computer or smartphone with an internet connection.

The registration process for the National Fuel Pass

The first step in registering for the National Fuel Pass is visiting the fuel.gov.lk website. It should be mentioned that since this system is new, a large number of users access this website. Sometimes you may not be able to access the website due to huge traffic. Therefore, we recommend registering between 12:00 AM and 6:00 AM if possible. Due to the low amount of users on the website during that time period, you can register without any issues.

National Fuel Pass

When you visit the website, you will see the following screen. This system can be used in the main three languages in Sri Lanka, ​​Sinhala, Tamil, and English. After selecting the language, as you are a first-time registrant, click on the ‘Register’ button.

Next, you will see the registration form. This form has two main sections. One section for entering your personal information and another section for entering vehicle information.

Entering Personal Details

First of all, you need to enter your National Identity Card number, passport number, or business registration number in the box labeled as NIC Number. After entering the number please select the appropriate option from the drop-down menu. (For example, if you enter a NIC number, you should select the NIC option from the menu.)

Note that if your vehicle is owned by a company or business organization it can be registered under the business registration number(BRN) of the company. Also, you can register multiple vehicles with one BRN.

Then enter your mobile phone number in the box labeled as Mobile Number. A 6-digit OTP (One Time Password) automatically generated by the system will be sent to this mobile phone number. Therefore, do not forget to keep the mobile phone with you at the time of registration.

After entering the phone number click Send OTP button as shown in the above image. Then enter the OTP number received in the text message on your mobile phone in the box for OTP. Also please note that this OTP is valid only for 5 minutes. After entering the OTP click the verify button.

If you enter the OTP code correctly, it will prompt OTP verified as shown in the image above. Then enter your first name, last name, and Address in the relevant boxes and click the Next button.

When entering the information, always enter the correct information as mentioned in your National Identity Card.

Entering Vehicle Details

In this section, you need to enter your vehicle information.

First, enter the registration number of your vehicle in the vehicle number box. It is not necessary to enter the letters indicating the provinces here(WP, CP, etc).

Please note that if your vehicle number is an old number without English letters, please enter the numbers before ‘-‘ in the first box and the numbers after the’-‘ it in the second box. Also if your vehicle is registered with a “Sri –“ number, only enter the vehicle number in the boxes. (For example, if your vehicle number is 3 Sri -3498, please enter 3 into the first box and the 3498 to the second box.)

After that, select the category of your vehicle from the vehicle type drop-down menu. (For example, whether your vehicle is a motorcycle, a three-wheeler, a car, etc)

Then select the fuel type of your vehicle(Diesel or Petrol). Finally check the box that you agree to the terms and conditions and press the Register button.

Acquiring the QR code

If your registration went successfully without any issues, the QR code related to your vehicle will be shown as in the above image, and you can download the QR code as an image by clicking the Download QR button.

This code can be saved on your smartphone as a photo. And if you don’t have a smartphone, you can give this QR code to a printing shop and print it on paper. Finally don’t forget to take this QR code with you next time you go to the filling station to get fuel.
